The "Budget Accountability Act" is intended to reform the state budget process by requiring Legislature to enact budget-related tax and appropriation bills with 55% vote, that Legislature and Governor permanently lose salary, expenses for each day budget is late and must stay in session until budget is passed, budget summary in state ballot pamphlet and link to an Internet website with legislators' voting records on budget and related taxes, and places 25% of certain state revenue increases in reserve fund which cannot be used to icnrease spending.

City Charter Update Study Unit.
The LWVF is now forming a City Charter study unit. Several members have expressed an interest in pursuing this update study, and it is a top priority for the LWVF this year. Please call Bette Noblett if you want to be included in this study unit. The initial meeting will be in May.
The study will begin with a review the Fresno League's Position on the Charter, which can be found on page 5 of the Green 2004-05 Roster. The Position was first adopted in 1970 and last amended in 1994. This is a timely study because the question has been raised recently by at least one Council member whether to follow a Charter amendment that calls for the Council to add two members when the city's population reaches 540,000. ~
